Can pensioners get a free boiler?

Yes, some can, but only through the same route as everyone else: ECO4, the fourth phase of the Energy Company Obligation. There is no separate pensioner boiler scheme in Great Britain, despite what adverts aimed at older households often imply.

ECO4 is an obligation placed on larger energy suppliers to fund energy efficiency improvements in lower-income and vulnerable homes. Where a household qualifies and a supplier takes the home on, the work is often done at no cost (Ofgem notes you may sometimes be asked to contribute), and gov.uk lists "replacing or repairing a boiler, or other heating upgrades" among the measures. The supplier decides what is fitted after a survey, so a free boiler for pensioners is a possible outcome rather than a promise.

This guide goes deeper than our pillar on free boiler schemes and who qualifies into the two questions older households ask most: which benefits open the door, and what to do if you receive nothing but the State Pension. Every scheme fact below comes from gov.uk or Ofgem pages we read on 22 October 2026, and we do not assess anyone's individual eligibility; only an obligated supplier can do that.

Who qualifies for a boiler grant for pensioners?

A household can qualify under the main ECO4 route when someone living there receives a benefit on the gov.uk list and the home has a low enough Energy Performance Certificate (EPC) rating, the A to G efficiency grade every home is given when it is assessed. For older households, Pension Credit is usually the most relevant benefit on the list, because gov.uk says it is only for people who have reached State Pension age.

Benefit on the gov.uk ECO4 list (22 October 2026) Relevance to pensioners
Pension Credit - Guarantee Credit For people over State Pension age on a low income
Pension Credit - Savings Credit Also on the gov.uk list; only for people who reached State Pension age before 6 April 2016
Housing Benefit On the list; paid to some pensioners who rent
Universal Credit On the list; mainly a working-age benefit
Income Support, income-based JSA, income-related ESA On the list; working-age benefits
Child Benefit On the list; occasionally relevant to grandparents raising children

Equally important is what is not on that list. The State Pension itself, Attendance Allowance, Personal Independence Payment, Disability Living Allowance and Carer's Allowance do not appear on the gov.uk page. Receiving one of them does not exclude you, but you would need to qualify through a listed benefit such as Pension Credit or Housing Benefit, or through the council route described further down.

Could you be entitled to Pension Credit without claiming it?

Possibly, and it is the single most useful thing for an older household to check before thinking about a boiler. Pension Credit tops up a low retirement income, and gov.uk states that it also opens the door to other help, including the Warm Home Discount and Cold Weather Payments.

According to the gov.uk eligibility page on 22 October 2026, Pension Credit tops up your weekly income to £238 if you are single, or your joint weekly income to £363.25 if you have a partner, and savings of £10,000 or less do not affect it. Above that, every £500 counts as £1 of weekly income. gov.uk adds that you may still qualify with a higher income if you have a disability, care for someone, have savings or have housing costs.

Those figures can change, so do not rely on them beyond the date above. The official Pension Credit calculator on gov.uk gives an estimate of whether you could get it and how much; only an actual claim gives a decision. If you are awarded Pension Credit, it is one of the benefits on the gov.uk ECO4 list.

Does your home have to qualify as well?

Yes. ECO4 funds work on homes that are energy inefficient, so the property's EPC band matters as much as your benefits. gov.uk sets different thresholds depending on who owns the home.

Your situation EPC rating required (gov.uk) Other condition
You own your home D, E, F or G Someone in the household receives a qualifying benefit
You rent from a private landlord E, F or G Qualifying benefit, plus the landlord's permission
You rent from a council or housing association E, F or G Help limited to insulation or a first-time heating system

You can look up your current certificate free of charge on the gov.uk energy certificate register for England and Wales, or on the Scottish register for homes in Scotland. If your home has never had an EPC, or the last one has expired, ask the supplier or installer how they will establish the rating. An old, inefficient boiler tends to drag a rating down.

What if you only receive the State Pension?

You may still be referred through ECO4 Flex, which Ofgem describes as a route for low-income and vulnerable households that do not receive means-tested benefits. The referral comes from your local authority or devolved administration rather than from a benefit record.

Ofgem's homeowner guidance, read on 22 October 2026, gives two main grounds for a Flex referral:

  • a combined gross annual household income under £31,000, or
  • a severe or long-term health condition that is made worse by living in a cold home, linked to a cardiovascular condition, respiratory disease, limited mobility or immunosuppression.

Ofgem notes that your council may allow self-referral and that details will be on its website or available by contacting it. Not every council takes part, so the first step is to ring or email your local authority's energy or housing team and ask whether it runs an ECO4 Flex scheme and how pensioners are referred. You can also contact any obligated supplier directly; Ofgem says suppliers can themselves refer some households under ECO4 Flex, such as those struggling with persistent fuel debt.

How do you get a new boiler for pensioners through ECO4?

There is no central application form; the process runs through an energy supplier or your council. Here is the sequence that gov.uk and Ofgem describe, in plain terms.

  1. Check your benefits position against the gov.uk list; Pension Credit and Housing Benefit are both on it. If you receive neither, use the gov.uk Pension Credit calculator to see whether you could claim.
  2. Check your EPC band on the official register. D to G for owners, E to G for tenants.
  3. Contact an obligated supplier. Ofgem publishes a contact list of the suppliers with ECO obligations. You do not have to be their customer; Ofgem states you can approach any of them while staying with your current provider.
  4. Or ask your council about ECO4 Flex if you have no qualifying benefit.
  5. Have the home surveyed. A TrustMark-registered installer carries out a retrofit assessment and proposes measures. Ofgem is clear that eligibility does not guarantee a supplier will decide to install anything.
  6. Read the contract before you agree. Ofgem says you should only agree to measures once you have received a contract, and that you may be asked to contribute towards some measures, so compare offers if more than one company approaches you.

What other heating help does Pension Credit unlock?

Pension Credit is worth claiming for more than the boiler. gov.uk states that receiving it can also entitle you to the Warm Home Discount, which gov.uk described on 22 October 2026 as a one-off £150 discount off your electricity bill, and to Cold Weather Payments (or Winter Heating Payments in Scotland) during spells of very cold weather. It can also bring Housing Benefit if you rent, Council Tax Reduction and, from age 75, a free TV licence.

None of these is a boiler grant, but together they can make a real difference to the cost of keeping warm while you wait for a survey, or if ECO4 turns out not to be available in your area. The gov.uk Pension Credit pages set out each one.

What if you do not qualify for a boiler grant?

Many pensioner households will not meet the ECO4 criteria, for example because nobody in the home receives a qualifying benefit or the home is already rated C or better. If that is you, the practical choice is between keeping an old boiler running and paying for a replacement yourself.

Age is a useful guide. Our article on how long a boiler lasts explains the signs that a boiler is near the end of its life, and our comparison of repairing against replacing sets out when a repair bill is money well spent and when it is not. If you are moving away from gas altogether, the Boiler Upgrade Scheme in England and Wales offers a fixed grant towards a heat pump instead; our Boiler Upgrade Scheme guide explains how an installer applies on your behalf.

Frequently asked questions

Can pensioners get a free boiler?

Some can, through ECO4, but there is no scheme that gives every pensioner a free boiler. gov.uk lists Pension Credit (both Guarantee and Savings Credit) among the benefits that can qualify a household, and the home must be rated EPC D to G if you own it. If you only receive the State Pension, the ECO4 Flex route through your council may still apply. An obligated energy supplier makes the final decision after surveying the home.

Is there a boiler grant for pensioners on State Pension only?

Not through the benefits route, because the State Pension is not on the gov.uk list of qualifying benefits we checked on 22 October 2026. The option to ask about is ECO4 Flex, where Ofgem says councils can refer households with a gross annual income under £31,000 or with a health condition made worse by a cold home. Contact your local authority and ask whether it takes part and how to be referred.

Does Attendance Allowance qualify you for a boiler grant?

Attendance Allowance was not on the gov.uk list of ECO4 qualifying benefits when we checked on 22 October 2026. That does not rule you out. gov.uk says Attendance Allowance is not counted as income for Pension Credit and can add a severe disability amount, and Pension Credit does qualify, so try the gov.uk Pension Credit calculator first. Failing that, the ECO4 Flex health route looks at conditions affected by cold rather than at specific benefits.

Will ECO4 definitely replace my old boiler?

No. gov.uk lists "replacing or repairing a boiler, or other heating upgrades" among the measures ECO4 can fund, but the supplier decides what is fitted after a retrofit assessment of the whole home. You might be offered a repair, a new boiler with controls, insulation first, or a combination. Ofgem also notes that being eligible does not oblige a supplier or installer to take your home on.

How long is ECO4 open for pensioners to apply?

Ofgem states that ECO4 covers measures installed from 1 April 2022 and runs until 31 December 2026 after a nine-month extension; we checked this on 22 October 2026. Because a survey, approval and installation all take time, contacting a supplier or your council well before that date makes sense. gov.uk states there will be no successor supplier obligation after ECO4, so if you are reading this later, check gov.uk for what support is open now.
